Originally released in 1993, Federal was Earl Stevens (aka E 40) first full length and the beginning of a long career in rap and slang innovation. The Bay Area rap icon was one of the first West Coast rappers to sign to a major with 95's In A Major Way, but Federal came a couple years prior, and was released on 40 Water's own Sick Wid It imprint. Here Forty would introduce
